The challenge

Public-sector data systems operate under constraints that commercial systems rarely face together: very large datasets, workflows defined by policy rather than negotiated with users, absolute requirements for correctness and auditability, and an expected operational life measured in many years. Processing that is merely fast enough on a sample becomes unworkable at national scale, and a data model that tolerates ambiguity produces figures nobody can defend.

The solution

The work focused on modules within a larger programme: data handling, processing and reporting designed for volume from the outset rather than optimised later. Correctness and traceability were treated as functional requirements — every figure resolvable to its source — and the implementation was structured to remain operable and maintainable long after the original delivery period. Security and access control were designed with the architecture rather than layered on.
